Okay, here's my theory.
Many many moons ago, when I was a strapping lad and determined to deny the Machine the Fruits of my Intellect, I took a number of manual labor jobs. I worked for a year or so as an "urban forester"--removing trees that threatened passers-by or sidewalks. Eventually, my conscience got the better of me, as I would rather watch sidewalks buckle and passersby be flattened than cut down another grand old tree.
Anyway, one day I was assigned to work with Big Daddy on the stumper. He routinely followed the tree removal team and ground down stumps with a device that looked like a thick circular saw mounted vertically, planing it back and forth over the stump until it was ground away, then covered the depression with dirt. That day his regular assistant was passed out drunk at home, so I was volunteered. We also cleaned up old stumps if we found them near the street or sidewalk, both as an aesthetic(!) issue and to prevent the pollarding regrowth.
Call the city. I bet they know who disappeared that stump.
