As a non-smoker who has lived in apartments where neighbors (even down the hall and on different floors) were smokers, I can tell you that it is awful.
Balconies are often stacked on top of one another, and if a smoker is smoking ourside on their balcony, it means that anyone who doesn't want the stink in their apartment has to shut all of their windows and balcony doors. If someone smokes for hours outside every night in the summer (like one neighbor did before we moved away), it means that I never get to open the balcony to let in the breeze unless I want the stink.
That's not really allowing me to enjoy my home.

What makes this smoking ordinance any different from a noise ordinance?

And believe me, in certain college towns I've lived in, the noise ordinances are pretty strict and do apply for most of the day. The thing is, reasonable amounts of noise are something that nearly all of us make. We talk, we manuipulate objects, we play musical instruments and recordings, watch media, etc. It is part of nearly eveyone's existence from infancy. There are many, many forms of sound that are considered by most people to be perfectly innocuous, and many that are considered pleasant.
Nobody has to smoke, just like nobody has to let off air horns.
Find a way to smoke or let off air horns in a way that doesn't bother other people, or you don't get to do it.
