Nope. According to the Hadith, every child is born Muslim ( or rather, in a state of "Fitrah") but can be corrupted by Christians or Jews etc.

In order to be an apostate one must be shown to have understood and professed the shahada and then renounced it.

Note how Mohammed didn't just say Muslim, but specifically a Muslim that has confessed the Shahadah (further Islamic writings have clarified that this must occur after puberty and that the person must be of sound mind and understand the Shahadah). That is to say, those that have been swayed away from fitrah by such people as their parents (such as is the case with Obama) cannot be considered apostates.
To the vast majority of Muslims, Obama is no different than any other non-Muslim: a former Muslim that should revert to Islam.
