This sounds like a logical compromise. Does this point in growth also mean that the fetus will not struggle to survive if it is being chopped-up? (sorry for the graphic speech, but this is an important consideration to many folks in considering something could be alive)
Would this be measured as (a) a minimum among many cases, (b) average among many cases, or (c) per individual case (i.e. everyone has access to machine)?
