What's the deal with motor vehicle violations?

A legal analyst at CNN says he doesn't know of any law that would allow him to force her to put out her cigarette, unless she was doing something inflammatory with it such as blowing smoke in his face.He also said that when an officer feels threatened for any reason he can ask the driver to exit the vehicle.In this particular case the officer pretty obviously overreacted and inflamed rather than calming the situation.
