People have always terrorized each other.
The term "terrorism" used to refer to warfare where terrorizing the enemy was the primary goal - as opposed to killing them or stealing their stuff. It's only recently that "terrorism" refers to what they do and "fighting for freedom" refers to what we do.
Is a suicide bomber really more terrifying than a squadron of B-52s?

And mass communication has made mass casulaties "desirable", in terms of getting the message out. If terrorists kill an occupying soldier here or there, who cares? But blow up a building full of civilians and they get world-wide coverage.

The reasons are not very much different from why young American men risk their lives for freedom - but that's probably a different thread.
