How do "freedom fighters" start? When? Where? The two phenomena are pretty much the same, just depending on whether you support or oppose their cause, so if you can answer one of these questions, you have pretty much answered the other.

Actually, the original use of terrorism was in regards to the use of fear and intimidation as deliberate policy by the state (ironically, by the terroristes of the French Revolution themselves). A usage, by the way, that I much prefer.
