Today, yes, but not 20 years ago. When the USSR was up and running, it had a very high level of technology, arguably higher in certain instances than the US. For example, much of the space-based weapons programmes diverged from starting assumptions and produced different developed technologies - kinetic kill weapons for the USA and ground-based lasers for the USSR. The USSR had the only ground-based laser capable of disabling a satellite, and spinoffs of this developed technology included the laser eye surgery treatment that was first exported to the third world in the 80's (including Cuba) and subsequently expoerted to the West in the 90's.
Soviet combat aircraft are/were probably a generation, or a generation and a half, ahead of their American counterparts. One of the best examples was the duel pickup targetting system built into the MiG-29, using active radar in a 60 degree cone and nested passive heat sensor with a 30 degree cone.
The USA and USSR had different approaches to technology, and developed different specialisations. But I think the perception that there was a qualitative distinction is false.
