I'm not talking about asking someone out for a drink. Such cases are not forcing oneself upon another. One could simply say "i'm not gay", and be done with it.
But continued advances or sexual advances, are sexual harassment.
Going "hey, wanna have a drink sometime" isn't harassment.

Of course it applies. It applies to situations between all americans, regardless of age, race, or sexual orientation. It also applies between two gay people, and between two straight people.
