That was what I understood as the medieval interpretation - that's why mosques from Spain to Turkmenistan have such fantastic beautiful tiled designs. Of course, one of those Ten Commandments in Deuteronomy also prohibits any graven images - but Jews and Christians don't pay it much mind.
