Someone talking on a cell phone in 1928?
When there were no other cell phones to talk to.
When there were no cell towers to transmit a signal.
Makes perfect sense to me.
Of course, it could always be a futuristic cell phone that communicates to the future by some unknown technology. In which case there's no particular reason to suppose it would look like a cell phone.
So, someone went to the trouble to dress in period clothing when they went back into the past with their time machine, then used technology from 100 years in the future and did it in front of a camera, recording it for all posterity. Makes perfect sense to me.

Then it's definitely faked. In TOS, the communicator was held out in front. In TNG, it was just the emblem on the front of the uniform. None of the various incarnations used a communication device held up to one's head.

I don't think it's either fake or a hoax. I suspect it's someone from that era doing something that looks like talking on a cell phone. Wounded King's suggestion that she's shielding her face from the camera is quite plausible.
