Member andyjoneszz registered almost 2 years ago, and has never posted. The chances are that andy has long since stopped visiting the site, so won't see your greetings. I didn't check the members you pointed to in your similar post yesterday, but they too are probably not logging into the site.
I suggest you reserve your birthday wishes to those members you have recently seen making posts.
Note: I normally don't post birthday greetings, and I don't expect to get any myself (especially since I did not list my birthdate in my profile).
