Check your dates on the Great War. It did not end in 1919. This assumes you're not talking about the war in Russia (and even then you'd have the wrong date I believe)

All right, then the war as far as the US was concerned wasn't over until 1923, because we didn't sign the Treaty of Versailles.
That means, technically, we were at war with Germany until 1923.
I can't find the exact date right now (wiki being no help), so I'm saying 1923 tentatively.
For Russia the war ended in 1917.
