You are comparing apples and oranges when comparing people who have a million or more in cash/assets and those making over $400K. According to one study, the median income for millionaire households is ~ $131K and another study reported that only 31% averaged over $100K income per year. So by these values, most millionaires wouldn't be affected by tax increases on those making over $400K.
