My point, however, is that Joe is a bit too old to manage the complex geopolitical issues that this era requires.

You act like the executive branch consists of only the President. The President is just the core of a larger entity - I think that Joe can get by "with a little help from his friends". Unlike Trump, who seemed to be unable to make use of the people around him (assuming they weren't also deplorables).
​
The President doesn't have magical powers to combat "the invisible hand of the free market".
