I was logged in from my perspective, but maybe I had timed out and wasn't logged in from the forum's perspective.
If you think you were logged in then it is extremely likely that you were. The default is to log people out automatically after a year of no activity. The cookies that determine login status have a 1-year lifetime.
There may be other causes of the behavior other than not being logged in, but that was the only one I was able to identify.
If I hover over the green cheers dot, I get the list of people who have cheered. But if I then click the orange dot to add my cheer, I get the "click for a list of topics participated in by ringo" message.

I see the problem as ringo describes after I give the cheer. I do the hard reset - everything works. Go to next message in thread, give a cheer to them. Text problem returns but for this message only(?), not on the prior message that has correct text.
Seems whenever I give/delete a like the text changes. Hard resets fix it till I click another like.
I lied. Simple reload fixes the text until I give/delete another like. Simple reload fixes it. But everytime I "like" the bad text returns.
