Speaker after speaker calling for violence, for blood, for insurrection then we had the Cheeto-In-Chief get up and say the same thing. I won't give you any quotes. I don't have to. I think carrying on with the lies about fraud and insisting that they could still win - even after exhausting every legal and pseudo-legal and completely-made-up-but-we-pretend-it’s-legal avenue was more important. There was no way to win other than overthrowing the government.
And when you tell a bunch of violent white supremacist thugs that they can win if they are strong - and when they know that violence is the only way to win - what else can you expect? Here is a transcript of the speech. You should be aware that Pence had already (correctly) insisted that the Constitution didn’t allow him to send votes back. Even though Trump insisted otherwise in the speech. That McConnell had called for the votes to be accepted before the march. That the House could and would reject any objections. And - importantly - Trump did NOT go with the marchers. While Trump called for peaceful protests - which they all knew - wouldn’t work - he also went and on about the alleged fraud. He fed the myth that Pence was a traitor, the myth that the Supreme Court was working against him.
We fight like Hell and if you don’t fight like Hell, you’re not going to have a country anymore. So are the violent white supremacists going to waste time marching around outside - and being ignored by the Senators and Representatives - or are they going to fight like hell? Maybe if Trump was there they might have stayed more or less peaceful. But he wasn’t. He said he would be, but he left them to their own devices. Nobody should be surprised at the consequences.

Modern usage of the meme, intelligently couched, is exactly a call for action. "I shot an arrow into the air,It fell to earth, I knew not where;" When that action results in needless death, not just the perpetrators but their accomplices, their inciters, the archer, are all equally responsible. Don't know whether you guys have the concept of recklessness in your law, you probably do 'cos your laws originated in our common law.
Anyway, you can do an act intentionally knowing its likely outcome and you can do an act recklessly - ie with no regard to the likely outcome. The jury then has to decide whether a reasonable person should have foreseen the actual outcome; if so, the reckless behaviour is culpable. In the past month a great many crimes have been committed where I live, violations of laws at the state, county, and local level. During that month my state, county, and city have continued Covid19 testing programs, instituted Covid19 vaccination programs, patrolled the streets and highways for traffic law violators, started, continued and completed many roadway and building repair and construction projects, and even managed to fill some pot holes AND investigated, charged, and prosecuted many of those crimes committed in these jurisdictions. It is the responsibility of government and those in government to conduct the business of government. There is no MOBVEON/PROSECUTE/DONTPROSECUTE dart board!
As an historical note, the Cray 80, the first super computer, was built entirely of AND gate logic. It is a very powerful tool.

I don't think that the legislative branch is doing much of what you described. At any level of government, be it state, local, etc.
There are 100 United States Senators and they have a very limited schedule. Chuck Schumer said the ObamaCare fight prevented Democrats from working on many other, & more fruitful, legislative priorities. He lamented the party wasting its amazingly rare filibuster-proof majority. Clinton was known to be consumed by the endless investigations during his presidency. So was the entirety of the federal government's legislative branch.
