There are two things, evolution and design.
Actually I think you missed out the one thing that his argument has been about all along.
I don't think his argument has anything to do with design at all.
It's more about whether the easily observed design (in human artifacts) is driven by intelligence or whether the inferred intelligence is actually just another natural process at work.
