"Leonard" constantly stares off camera when speaking to someone (as opposed to, ya know, making eye contact with them like normal people do)
This, I think, is an artistic choice by the actor, Johnny Galecki. It is a mannerism that I have seen many nerdy geek types exhibit during interpersonal communication.
some of the dialogue seems very forced (example: when the broad next door corners one of them to blather on about her problems).
Again, drawing on my own personal experience, this kind of stilted language usage is typical of the type of person these characters exemplify.
Granted, I am only 5 episodes in to the first season so hopefully these issues sort themselves out.... or are they part of the allure of the show??
I would say they are part of the allure of the show, at least for me they are. In my college days, I was part of the College Bowl community while at two different schools. I had many friends with similar idiosyncrasies, and this show brings back many fond memories.

Hey, if I got a couple of porn stars to go out with me when I was 18, the prom would be the LAST place I'd want to take them.

Fifty Ways to Be a Liar By Lyin' Paul Ryan
(with apologies to Paul Simon)
"The problem is all inside your head'" she said to me.
"The answer is easy if you think deceptively.
I'd like to help you in your struggle to be V.
There must be fifty ways to be a liar."
She said, "It's really not my habit to campaign.
Furthermore, I hope my meaning won't be lost in the refrain.
If you repeat yourself at the next stop of the train
They won't believe you are a liar."
"You just fib on the track, Jack.
Lie about the debt, Chet.
It doesn't need to be true, Hugh,
Just listen to me.
Prevaricate, Nate
No truth in the debate, Tate.
Spread a little myth, Biff
And make yourself V."
She said, "It grieves me so,
Factcheckers cause you pain.
I wish there was something you could do
Except to lie again."
I said, "I appreciate that
And would you please explain
About the fifty ways?"
She said, "Why don't we both
Make up same facts tonight
And I believe in the morning no one will notice they're not right."
And when they dissed me, I realized she probably was right.
There must be fifty ways to be a liar.
Fifty ways to be a liar.
There's the one about the plant, Grant.
And don't forget Medicare, Larr.
Be coy about his birth, Mirth
And they'll listen to me.
Prevaricate, Nate
No truth in the debate, Tate.
Spread a little myth, Biff
And make myself V.
