Yeah, that's what I was wondering about. It doesn't "states 'pregnancy begins two weeks before conception'". But we already know you don't really have to be that accurate when you're bashing the Right.
There might still be an issue. I haven't read the bill. However, it is quite normal to calculate the Date of Conception by simply defining it as the date of last menstruation or something like that. This averages at 2 weeks before fertilisation.
However, when using this method, one calculates the gestational time as being longer, 10 months, than otherwise - to compensate. If we're going to use this to determine where an abortion is legal - we should push those dates forward too. If this isn't being done, then we can rightly criticize those that authored, sponsored and voted for the bill.
