Well, not completely discounted, but knocked pretty far off his pedestal. It still might be Thor that creates lightning, but our ability to have lightning happen at our will means Thor is subject to our desires.
Thus, we are gods to Thor. When we command him to send lightning, he must obey.
Yes, it is possible that Thor is not completely under our control and every now and then throws sparks at his whim, but that does not stop us from having the ability to cause lightning to strike. If Thor is what causes lightning and not some "natural" process, then he is beholden to us.
