Hi Mark,
AFAIK, Windows XP does not come with Java, I use XP and I had to download Java from here.
You can do an auto install or manual.

I see Brian's answer, but I have XP and Win/2000 and didn't have to do anything on either one. Unfortunately, since I didn't have to do anything to make it work I can't be very helpful. What do you see when you click on Chat?
Under Tool=>Internet Options there's a few Java boxes. I appear to have only the "JIT compiler for virtual machine enabled (requires restart)" checked.

what about an irc server? while its a little more complex it doesn't need a browser unless you want to use a web based client, plus the mods get more control over the chans,for example you can disallow people from talking, what is called a voice flag, kick them out or ban them outright
put up motds for threads or have debates, there are many options for them and they are free

Clicking on the Chat link now brings you directly to the chatroom instead of the chat login page. You're automatically logged in to the chat room under your primary alias.

Bugs in chat startup
Chat seems a little buggy since that change.
From home it works fine (java-1.4.2)
From office (java-1.5.0), when I connect, sometimes it is impossible to type anything into the Send box, and there is no cursor there. I can use buttons (set colors, etc). When that happens, I logout, and try to connect again. The worst, so far, is two reconnects to get it working.
I don't really know if this is a java version difference.
Note: I can live with it. Just reporting the problem for your information.

Scratch that comment about different java versions. I just had the same problem on my home system, with java-1.4.2.
