And from what I have read in the news, it is also a clear violation of the Foreign Intelligence Surveillance Act (FISA) as well. This act pretty much says that you can't electronically spy on US Citizens without a court order. And apparantly these court orders are given out pretty freely, and often after the fact. So if Bush wanted to do all this, he probably could have done it all legally, but he chose not to.
I also heard on one of the Sunday Morning political shows that the method he used required presidential re-authorization every 45 days. So about every month and a half since the first order, back in 2002, Bush has made the decision to disregard the law.
