Looks like Bush has decided to turn what I thought was his previous intentions into writing as his future intent for space programs. Check this article.

According to the report, the Bush policy accepts current international agreements but states: "The United States will oppose the development of new legal regimes or other restrictions that seek to prohibit or limit U.S. access to or use of space."
I love how a guy that demands other nations must comply with international will keeps stating how the US must not be bound by such things if it interferes with our own plans.
In any case, back to military utility.

Infrared Alert
NASA has the go-ahead to launch the Wide-field Infrared Survey Explorer, a powerful infrared telescope. 'Wise' will be able to spot brown dwarfs in nearby regions of space (some of them closer than Proxima Centauri) and give us a window on early galaxies 11.5 billion light years distant.

Old sci-fi
Im not sure the exact book or author, but i do remember the idea....
Space exploration is facing reduced funding and intrest recently. I cant remember if it was Ben Bova or AC Clark who wrote a novel about the privatization of the space industry: I.E. there is no NASA controlled by the government; instead all of the multimillionaires fund their own deal, or get together and move into space together.
Ideas? I think that eventually science would follow the pursuit of happiness and leisure out into the great beyond, but i do admit that theres a great potential for science to become under-funded and forgotten.

Maybe you're thinking of Heinlein's "The Man Who Sold The Moon"--there's a great scene where the protagonist has an astronaut seed the moon with diamonds to fuel the greed motive
