What good does it do to symbolically "turn out the lights" for an hour? It reminds me a bit of my Dad grumbling at me when I was growing up to turn out lights in rooms where they are un-needed. The way I saw it, electricity was mere pennies, so what harm would it do to have a light burning an extra hour or so? Of course, I suppose that the idea is to save energy...not necessarily pennies.
Why cant large cities employ "skylight" engineers who can determine needed energy usage on a 24 hour basis and make suggestions to "cut" building use without making the whole place dark? Also explore ways to make necessary lights more energy efficient (types of bulbs, etc) not to mention other ways that the earths inhabitants can agree on a global energy conservation policy that wont hurt as much now as it inevitably might later.
