In creationism what decides is in the spiritual domain. Regardless if it is an earthquake, or a person deciding, it is all spiritual.
Now the practical benefit of such a view is that it makes for more efficient thinking about the future. Creationists can for instance conceptually simply pile people and the weather on one heap, deciding the future together. That makes for more efficient investor decisions, deciding to buy or sell oil for instance. One can simply pile the decisions in the weather of the hurricane going toward the oil platform or not, together with the decision of opec to raise or lower production.
But if you get taught that only brains decide, then it seems not so easy to pile it all together. You would be less efficient and you would do worse at investing.
