Is there a way to post images if the file is not on a webpage or web gallery?
For example: I have a jpeg file, can I upload it to EvC and then link to it?

It would be incredibly useful, most fora now let you simply copy and paste straight in.

Yes, an extreme macrophotography forum I use has a way to upload to their storage folder and then link to that. That way images in old posts don't become dead links if the hosting website is no longer available.

More storage cost I guess.

We have enough storage but not enough programming time. It has been on my list for some time. How desirable a feature do people think this is? The way I'd probably implement it is to drag/drop into the textarea box. I'd upload the image to the website, then drop an [img] dBCode into the textarea box that links to it.
The default behavior when something is dropped into a textarea box is to drop it at the drop point, which is what you want, but I might not be able to use the default behavior, in which case it is very hard to find that drop point because browsers don't tell you where it is - they make you calculate it. Or maybe there's an easy way that I haven't found yet.

I suppose it would be less than ideal, but I don't see a big issue with dropping the [img] tag wherever it gets dropped without specifically finding "the drop point" of the cursor.
Picture would be included (big feature that is 0% available now.)
Position of [img] tag can be maneuvered within the text area once it's been created/dropped in by the user if desired for 'maximum effect.'
I suppose I'm describing the risk/reward scenario like this:
Step 0 (Currently):
-no way to easily post picture to forum
Step 1:
-drag/drop picture into textarea box, let [img] tag get created wherever it gets created
-if easy, big functionality increase from Step 0
Step 2:
-whenever time arrives, work on drag/drop going to cursor position instead of wherever-it-gets-created
-in the meantime, users get advantage of Step 1
This only makes sense if Step 1 is actually rather simple and easy for you.

If your goal is to post a figure you have on your own PC in this forum, you can post to the figure to an online service and then link it here. There are free services that do this. I tried it with a service called Flickr and posted the image there and link it to this forum:
I had to set the image as public in order for the image to display EvC
The whole process of signing up for an account and playing with the app to get the image to upload and get the correct setting (public) for it to display here only took a few minutes.

That's what I am already doing, I was hoping there might be an alternative, available here with the new server.
