How do members apply?

I'm just wondering...
1)How does someone become an Administrator or a moderator?2)is there a forum where people can apply for it?3)do the Administrators choose certain members or do they observe a members ability to follow and set an example to the other members, about the forum guidelines?4)What kind of aspects are acceptable in becoming a Administrator or Moderator?5)What is needed, in order to be given Administrative or Moderator Privileges?sincerely yours, Amen.

When a member has been around awhile and has done enough very, very bad things then they are made an administrator until they have learned their lesson and repent.
