"Sell less, sell fewer". How is that achieved specifically? New laws for the sellers? New laws for the buyers?
I don't know what they do in your banana republic but the Canadian government prefers
incentives. Go ahead and look it up. I'll wait.
Doot de doo de doo....
Got it yet?
One incentive we have is the Carbon Tax (more of a disincentive, actually) which the idiot Conservatives oppose. Use more carbon, pay more tax. It isn't rocket science. Even an idiot Conservative should be able to understand that.

All oil companies get downsized by laws?
No laws. Higher taxes on carbon cause less demand. And even downsizing isn't necessary. We'll still need the energy. The compmnies that are killing us now with their carbon COULD change to energy sources that don't kill us. Instead of spending billions to develop new oilfields from Antarctica to Timbuctu, they COULD be investing in solar farms and wind farms.

Buyers aren't permitted by laws to buy what they want and need?
Why are you fascists so obsessed with laws?
Come all of you cowboys all over this land,
I'll teach you the law of the Ranger's Command:
To hold a six shooter, and never to run
As long as there's bullets in both of your guns.
