Probably the "Current time" isn't present when you're logged out. At least it's not supposed to be.
You say the time fields are filled in when you're logged out. Does that include the "Current session began" time? If it's not blank, can you tell which cookies have values when you're logged out?
If I log out and reboot the problem will probably straighten out.
Does the problem straighten itself out if you log out of your computer account (don't reboot), then log in again?
Does the problem go away if you exit Edge, then start it up again?
Does the problem go away if you shut down all EvC tabs, then open one up again?
And also for the record, I checked the Cookies and the date one year from now is listed for each item.
Okay, that's good, those are the expected Cookie values.
ABE, 10:29 AM PDT, Logged out and rebooted the computer and have the same problem. When I'm logged out the times are posted, when I log in they disappear.
ABE 10:59 PDT, Logged out and went to check my email and answered one. When I came back I logged in and now the times appear as they should.
The inconsistent behavior is strange.
I know you're on Windows 10, which is the latest OS, but how old is your computer and what brand is it? Not that there's anything I can do with that information, but if the computer is old then there might be some weird Windows 10 interaction, though the fact that it's only affecting EvC is strong evidence that the problem is with EvC.

I'm taking a look at the problem now, but I see no problem at dBoard.js:434. It's just a call to print the time (i.e., plain text, not a script) relative to the user's timezone.

Previewing before submitting will usually reveal most problems. In this case the close angle bracket of </iframe> was on the next line, i.e.:
</iframe
>
This would be okay in an HTML file but not in a message because the message processing code translates a linefeed into <br>, so it ended up as <iframe<br>>, which is badly formed HTML and is ignored, thus leaving an unterminated <iframe>.
