There may be some truth to that.
But the private sector will go wherever the money is; if they can make more money by putting every atom of carbon into the atmosphere they'll do that; and if they can make more money by shipping all of our "recycling" to Asia they'll do that.
And the public sector will go wherever the votes are.
In our recent federal election, the (big-C) Conservatives won the popular vote but lost the election because their base is ever more concentrated and thus, ever more isolated. They have all of the climate change deniers on their side and they're pro Big Carbon. The common wisdom is that they will have to broaden their base or go the way of the dinosaurs.
