For the 1 to 5 system, I find the 3 to be pretty useless, and the 1 and 2 to be near totally useless. Why bother trying to rate if a message is average, poor or profoundly bad.

I like! A 1, 2, or a 3 system where you only flag messages you find to have some special good quality (something better than "OK, but so what"). Keep track of them separately for the individual messages (with maybe also an average) and do a number of ratings and average and for the member values. Maybe you could even offer a message filter that only shows messages over a chosen threshold.
Of course, maybe there could be a forth button to cover what had been the old 1, 2 and 3's. The "apathetic" rating button. I don't think we need an "atheistic" button, for messages one might think don't actually exist.

I'm assuming a 1,2,3 - good, better, best message rating system is in the works. I think the raw "votes" for each message should be listed, such as they do at amazon.com.
Averages are pretty nebulous. Message listed as a "2"? What does that mean? One "2" vote? Ten "1" votes and ten "3" votes? Who knows.
Also, I am thinking that there should be some limits on the number of votes a member gets per some period of time (month?). Perhaps unlimited "1" votes, twenty "2" votes, and only five "3" votes per month. That keeps the "3" vote as being something precious, not to be frivolously plastered all over the place. Then getting a "3" vote on one of your messages would be a high compliment.
Member's wouldn't get ratings...
I think that's a good idea. I can't come up with a good system, especially one that isn't quite complicated. Straight averages could mean anything, and I actually see an overall higher quality poster getting a lower average. For example, I think it would be better to be credited with twenty "1" votes, ten "2" votes, and one "3" vote, rather than just one "3" vote.

We need some sort of link(s) to the cheered messages
It would be nice if clicking on a members rating would give a list of the cheered messages, with the number of cheers. That would be a guide to "best messages" ("popular messages", and maybe even POTM type messages).

ABE: For mysterious reasons, my rating has gone from about 6.3 yesterday, to 8.5 at the moment. Apparently it's because of what the even higher rated members have done, rather than what I have done.
BTW, you can see the member list sorted by rating at EvC Forum: Information
ABE2: Now Tanypteryx has posted a new message that has received (2+), which has dropped me to 8.1.

It's total messages over the last 90 days.
I interpret this as meaning the total messages of all members. As such, a member posting 100 messages and getting 20 +'s out of it would have the same rating as a member posting 20 messages and getting 20 +'s out of it.
It seems to me (someone who doesn't post many messages), that the individual's total messages over the last 90 days should also somehow be factored in.
