I used to work with a lady from (former) Yugoslavia and a lady from Poland. They both loved the British TV series Are You Being Served? in which the humour often depended on word play.
I think people often appreciate the absurdities in somebody else's language more than native speakers do. Of course, since English borrows words and phrases from almost every other language, it may have a higher proportion of absurdity than most.

I only remembered the punchline and had to make up the rest. It was about a communist named Rudolph though. I first heard this joke a different way from the book, "Dogs Don't Tell Jokes" by Louis Sachar. I often remember just the punch line or everything but the punchline. It's not hard to reverse engineer a joke from the punchline but it can be hard to fit a good punchline to an otherwise unfunny story.
