I think that we're talking about using each of those billion decks of cards to deal a billion hands and the probability that at least one of those billion hands being a royal flush.
Multiple decks in your scenario would be to your advantage, you probably couldn't loose with numbers that large.
I thought the same as you though, that depending on how you deal it, then it could go either way.
