I wonder if this is possible, but I was thinking it would be somewhat neat to have a feature that automatically disables someone's signature if their signature would make up 25% or more of the total text in a post.
It's quite annoying when people quote entire novels for signatures and then make posts of only a sentence or two and most of the text you sift through in a thread is just people's ridiculously long signatures.
Just a thought I had, though...

There does exist a feature that might help you, though it is more of a meat cleaver than the scalpel you suggest. On your Member CP page you can check "Do not display signatures" on the "Signature Display" line.
There's a "max sig length" setting on the board's control panel, but it is currently disabled because it needs to be improved. It only checks the number of characters in the member's signature instead of the number of characters generated by the codes in the member's signature. For example, [fid=1] is only 7 characters, but it becomes 33 characters once rendered as The Bible: Accuracy and Inerrancy. I don't know when I'll get around to fixing this.

More annoying are the sigs with the text in a graphic. They take up a lot of space on the screen space and are much more insidious than plain text because your eyes are drawn to the graphic.
When the graphic is out and out proselytizing it is even more annoying.
