I'm pretty sure that happens to all inactive members, not just inactive admins. By "inactive member", I mean a member where the "inactive" flag is set in the profile.
I tested this using my old
AdminNWR account. When I turned of the "inactive" flag for that account, the "normal thread display" link was again available. When I turned the flag back on, that link disappeared. It is probably an artifact of that link appearing in the poster panel to the left of the post. The "inactive" flag suppresses much of what goes there.
Incidentally, my old
AdminNWR account no longer has any special admin privileges. As far as I can tell, it is just about the same as any old user account, except that I am keeping it flagged inactive except when doing something special (such as the test mentioned above, and when changing the password as Admin requested we all do some time back).

When I was an admin, two accounts
nwr and
AdminNWR were linked. I could be logged in as either one of those members, and post for that member or the other one.
If I were logged in as
nwr, then when posting there was a selection menu to select which member I was posting for. It defaulted to
nwr unless I was posting to a thread/forum that required Admin privileges.
There was another option. If I was editing one of my posts, I could switch the poster between the two linked members.
So here's my guess: I suspect that
Phat originally started that thread as himself, then went back and edited it to change the owner to
AdminPhat. That change altered the ownership of the opening post, but failed to changed the information for the thread as a whole.
