Jon,
EVC has a meta tag with "charset=iso-8859-1", so this website's pages will not automatically display UTF-8 encoding.
Wikipedia has "charset=utf-8", so obviously it properly displays UTF-8 characters.
In FireFox and IE you can manually choose the encoding to be used to display a page, but I don't know how or if Netscape allows this. I would strongly recommend using a browser other than Netscape as it is not as well supported browser as FireFox, IE, and Chrome (though Chrome was pretty buggy at first, it's gotten better).
