Guidelines
In the absense of policy and guidelines and looking at what has previously been promoted how would one decide what to promote and not? Only with a framework in place can a moderately comprehendable topic be turned down. Otherwise it may appear you are simple censoring. I just promoted B2P RE:A topic. I think it should be junked as it has nothing to do with evolution, creation or faith or science. But so far we allow everything.

I also think that we don't have to "leave it to" one admin to handle a topic. There seems to be a sort of "politeness" that says that should be done. Anyone should comment and anyone can promote. If one decides not to another may. I do agree that there is too much of a tendancy to promote topics but would like more policy guidence before I become more strict.

I would not completely reject the topic. This has never been finished. However, I think directing the OP author to review what is already there makes sense. Then let him decide if he will promise to stick to defending what he is putting forward. If so I'd let him have ago at it. But he does have to demonstrate he's read over the other material. He could do this my adding to the OP and describing (very briefly) what he would say to answer the major objections to the suggestion that IC is a problem. Just listing his words covering the consensus scientific view of IC would be enough to show he has read it over.

Patience
We do try to be very patient. I'd enjoy discussing the issues if someone actually tried to support them . He has been given, if you look at PNT, one more chance to do better.

Come on Lam
A major reason behind the PNT is to stop nonsense topics from cluttering the place up. It is also to give us some mimimum quality to the nature of the debate. Ptolemy doesn't show any sign that he understands his own speculations. Until he does it will only result in nonsense discussions like we have had with, for example, whatever. (and I refrain, with difficulty, from naming others).
