Not sure exactly what that last one means. Children born abroad to parents who are US citizens do not automatically qualify for US citizenship. The parents have to have residency in the us for a certain length of time and for a certain period before the child's birth. This link from the State Dept. has the details. I'm guessing that's what is being referred to.It says something about the qualities of our current president that the best argument anyone has made in his defense is that he didn't know what he was talking about. -- Paul Krugman

The family makes occasional visits to the US to visit family and take vacations. But then what country are these children citizens of? I haven't yet seen an article that spells it out. I assume they're stateless if they're born in a country that doesn't have birthright citizenship. Being stateless is a very bad thing, restricting access to education, healthcare, employment and travel. The article Born stateless: Challenges faced by Americans Abroad in the Transmission of Citizenship to overseas-born children says that about 10% of children born abroad to US parents are denied citizenship. This is a very bad thing well worth remedy. --Percy

I assume they're stateless if they're born in a country that doesn't have birthright citizenship. According to the Wikipedia page on jus soli:
Jus soli in many cases helps prevent statelessness. Countries that have acceded to the 1961 Convention on the Reduction of Statelessness are obligated to grant nationality to persons born in their territory who would otherwise become stateless persons. Seventy-three nations have acceded to the Convention mentioned. As for the children born in other countries, I presume that they are, indeed, born stateless. I don't know what remedies exist for these persons.
Added by edit: Oops, I just read the article on The Convention on the Reduction of Statelessness.
"Stateless birth" on their territory attracts the grant of their nationality (article 1). Otherwise stateless persons may take the nationality of the place of their birth or of the place where they were found (in the case of a foundling), otherwise they may take the nationality of one of their parents (in each case possibly subject to a qualifying period of residence in that State) (article 2). I still have no answer for the case where none of the relevant countries have acceded to the Convention. By the way, the US doesn't appear to have acceded: list.
