Nah. All you need is to get out of an existing states territory; then you can do what you want. If you can find yourself an island, there would be no legal impediment to making your own army. arguably, you could do it on an oilrig.
Heres and article on the Principality of Sealand.

The British government does not recognise Sealand as an independent nation, and you can bet your bottom dollar that if they ever did anything that really pissed 'em off the SBS would be kicking their arse in seconds.
Just so you know.

Sure. But that does not mean that a Sealand rep couldn't attend an arms fair, or contract with mercenaries.

It does mean that they'd be asking for trouble if they tried building or even arming a warship. Even if they had the facilities - which I very much doubt - they'd probably be stepped on very hard.

They can't be stepped on if they are outside of Britains territorial waters; Britain has no rights. Sealand, based on British-built forts, may well be in British territorial waters, I don't know exactly, but most oi-rigs are in international waters. If you are not in a states territorial waters, they have no jurisdiction at all.

Apparently they are within the currently claimed Territorial Waters. Although they were outside the then-limit when they were set up, Britain doesn't recognise Sealand so as far as British law is concerned they can be stepped on if ever there is a good reason to do so. They have no grounds to reject the extension so they are stuck. Of course all this is moot since Sealand lacks any shipyards whatsoever and is highly unlikely to be able to carry out the sort of work required.
Is the Principality of Sealand a Country?

Beg your pardon?
Have there ever been any examples of a Nation State exerting authority through force in an area where they had no rights?

I'm thinking of building a cold-fusion reactor. My goal is to create a very large crater with my name written in it. How would you like to help me destroy the world?

How is that going to work with cold fusion? Lasers?
If you want to make a big hole you need hot fusion.

Oh, no problem. We'll just make sure that the big hole is close enough to the Feds.

Haven't you ever watched Chain Reaction? Pretty interesting movie if you ask me.
My old physics professor told us that he was convinced cold fusion was possible. His explanation about the technical stuff behind it escapes me for now.

I didn't really like it.
But that wasn't cold fusion in action; that was cold fusion becoming hot fusion.
If you want to make a hole, you need a lot of energy fast. That's hot fusion.
